Our vision
The Council is committed to making Hackney’s roads safer and more accessible for everyone living, working or visiting the borough. The vision is that by 2025, Hackney’s transport system will be a model for sustainable urban living in London. It will be fair, safe, accessible, equitable, sustainable and responsive to the needs of its residents, visitors and businesses, facilitating the highest quality of life standards for a borough in the capital and leading London in its approach to tackling its urban transport challenges of the 21st Century.
To meet this vision, a diverse work programme of transport improvements is underway, as set out in Hackney’s Transport Strategy 2015-25, including the expansion of cycle hire schemes in the borough. Hackney’s Transport Strategy also states that the Council will continue to reallocate carriageway road space from private motor vehicles to sustainable transport infrastructure provision.

The Council is working to expand the borough’s network of cycle hire bays, aiming to deliver a total of 400 bays by 2026. Dedicated cycle hire bays have been funded by Hackney’s current cycle hire operator Lime and it is within the council’s contract with Lime that cycle hire users must start and end cycle hire journeys within these designated bays.
Locations for cycle hire bays are based on a number of factors relating to level of service, equity of distribution, distance between bays and places of interest. Bays are located bays in a mixture of residential areas and destination points, such as town centres, transport hubs and parks, recognising that users will start and end their journeys borough wide.

Key points of cycle hire parking demand are largely indicated through trip data provided by Hackney’s existing cycle hire operator Lime, as well as through resident demand and requests. This supports a network of bays which are located in points of high parking demand, supporting existing trip levels, while also generating propensity to unlock adoption for new trips.
Chosen locations are audited against our our siting guidelines to ensure that they are well-located, visible and highly accessible, allowing riders to end journeys and park bikes properly and safely at all times of the day, supporting high rates of parking compliance. Site audits are conducted before and after installation, to ensure that bays meet quality standards and scheme plans are completed and approved by Hackney’s engineering team.
Expanding Hackney’s cycle hire network supports a higher level of service, providing dedicated parking spaces and minimising issues around obstruction which come from the improper parking of bicycles or vehicles. Dedicated bays reduce the likelihood of bikes falling onto adjacent parked cars, or spilling into the street or footway, which can cause an obstruction or danger to pedestrians, particularly those with mobility and visual impairments.
